Shares of ChangXin Memory Technologies jumped 466% on Monday in their debut on Shanghai’s STAR Market. The offer was priced at 8.66 yuan per share and raised at least $8.6 billion. CXMT opened with a market capitalization near 3.3 trillion yuan, or about $487 billion, the highest among companies listed on mainland exchanges, while still below global leaders Samsung Electronics, SK Hynix and Micron Technology.

The listing on the Science and Technology Innovation Board ranks among China’s largest in recent years and is the mainland’s second-biggest initial public offering after Agricultural Bank of China’s $22.1 billion sale in 2010.

Founded in 2016 in Hefei, CXMT produces DRAM, the memory used in servers, vehicles, smartphones and personal computers. First-quarter 2026 revenue reached 50.8 billion yuan, more than seven times a year earlier, aided by demand linked to artificial intelligence. At the same time, U.S.-led export controls have limited access to advanced chipmaking tools and certain high-performance memory.

Kyle Chan, a fellow at the Brookings Institution who studies China’s technology policy, called CXMT “a critical player in China’s AI push,” and noted the company is viewed as China’s best candidate to develop high-bandwidth memory, a faster class of DRAM that has faced import restrictions.

A global shortage of memory chips tied to AI-related demand has tightened supply and lifted prices for some electronics. Whether new capacity from CXMT can ease constraints depends on equipment availability and the time needed to scale output.

Counterpoint Research estimates CXMT shipped about 8% of the world’s DRAM in 2025, behind Samsung at 36%, SK Hynix at 29% and Micron near 24%. In the first quarter of 2026, CXMT’s share rose to around 9%. The firm projects roughly 11% by 2028 and has assessed that at least 15% would be needed for long-term competitiveness. MS Hwang, a research director at Counterpoint focused on memory semiconductors, described trade restrictions on equipment as the key challenge for the company.

U.S. policy risk remains in focus. Some lawmakers have urged the administration of President Donald Trump to bar American companies from buying CXMT memory chips, citing national and economic security concerns. CXMT is among Chinese firms the Pentagon lists as having links to China’s military, designations Beijing has disputed in most cases.

The pricing and day-one surge point to strong domestic investor interest in chipmakers tied to AI infrastructure. The STAR Market, built to accommodate high-growth technology companies, has become a central venue for semiconductor listings in China as firms raise capital while facing export restrictions on advanced lithography and other gear.

HBM capability remains a core objective for CXMT. High-bandwidth memory is used to train and run large AI models, and current restrictions have limited China’s access to these chips. Progress on HBM and the pace of DRAM expansion with domestic equipment suppliers will be closely watched by customers and investors.

The offering arrives during an active year for memory chip listings. Earlier in July, South Korea’s SK Hynix completed a $26.5 billion listing on Nasdaq.
